Will tx with highest "Gas Price Bid" be confirmed first?

There is no mempool on Arbitrum, transactions are processed on a first come first serve basis by the sequencer. https://arb1.arbitrum.io/rpc is backed by a load balanced cluster of nodes, so submitted transactions are not guaranteed to be submitted to sequencer in the order they were sent because each transaction might go to a different node.
